Utility submetering is the implementation of a system that allows an owner, property management firm, condominium association, homeowners association, or other multifamily property to bill residents for individual measured utility usage. Submetering also helps to recover revenue and promote resource conservation
Many multifamily properties are master-metered. This means that the property has one meter measuring consumption for each utility--gas, electricity, and/or water--supplied by the local utility provider. Master-metered properties bill the property owner for utility usage. There is, however, no way to determine how much energy each resident is consuming.
In these cases, the owner or property manager will roll the utility costs into the rent fee. Without a meter to measure individual usage, there is less incentive to conserve energy and maintenance issues--water leaks, heating system problems, etc.--are very difficult to identify.
Utility submetering requires installing a measuring device in each residence to determine the amount of gas, electricity, or water consumed. This consumption data is then used to send an individual utility bill to each tenant.
